HHS/PSC/Division of Acquisition Management, ADP Acquisitions Branch intends to negotiate with Mr. Theodore Weiss under the authority of FAR 6.302-1 for the purpose of providing critically needed expert services in support of the Substance Abuse and Mental Health Services Administration/Center for Substance Abuse Prevention (CSAP)/Division of State and Community Systems Development (DSCSD) national substance abuse prevention programs and initiatives involving community, substate, State, and Federal data collection, data systems, performance measurement, and other vital data-related activities. Specifically, Mr. Weiss will provide expert advice, consultation, and services to assist DSCSD officials and project officers in carrying out responsibilities associated with the initiatives and programs. Much of the work required is unique, innovative, and leading edge, both for CSAP and the substance abuse prevention field. Mr. Weiss has extensive experience in the information management and computer fields, andin the field of public health and biomedical research. He is an expert in State substance abuse prevention and treatment data systems and in State substance abuse prevention organizations and processes. This combination of management, technical, and programmatic knowledge, skills, ability, experience, and relationships in the field is unique and exceptional. Mr. Weiss shall provide expert consultation and assistance in the planning, design, development, review, and coordination of DSCSD's national substance abuse prevention programs and initiatives.
