This review was prompted by concerns raised by the Small Business Administration and others that the Department provide contract opportunities for small business, small disadvantaged, and women-owned business concerns in this requirement beyond subcontracting opportunities. As a result of this review and our agreement with SBA, the Department will breakout a portion of the contract for a competitive 8(a) award. The breakout portion will primarily involve the contract administration task of the contract and will be advertised under the SIC Code 8741 -- Program Management. It is estimated that the competitive 8(a) part will represent 25 to 30 percent of the total requirement and will be procurred under FAR Part 15. The remainder of the contract will be competed on an unrestricted basis under FAR Part 36, with a 15 percent subcontracting goal for small, small disadvantaged and women-owned business concerns. The Department hopes to issue the CBD notices and the revised solicitations for the recompetition within the next 30 to 60 days. The schedules of the two procurements may have some variation due to the different lead times and procurement processes. Additional information will be provided at the time the CBD is published and the solicitations are issued. This is not a request for proposals and no response is required.
