16 -- ANCILLARY TOOLING FOR A PORTABLE HYDRAULIC TUBE BENDER SOL N68335-99-R-0278 DUE 072199 POC Joyce M Discenza 732-323-2148 The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to procure as a sole source procurement, the following: ANCILLARY TOOLING TO BE USED WITH EAGLE-EATON LEONARD'S PORTABLE HYDRAULIC TUBE BENDER (P/N CL215-2). This tube bender will be utilized to perform V-22 aircraft hydraulic tube repairs. The MV and CV variants of the V-22 Aircraft require a portable hydraulic tube bender than can maintain a 3% ovality when bending titanium tubing. Quantity of 14 line items for various tooling compatible with the Tube Bender is being procured. As the sole manufacturer of the portable hydraulic tube bender, Eagle-Eaton Leonard claims proprietary rights to the design, and maintains accurate drawings and dimensions the tooling has to interface with. The Government intends to procure this item under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the rquirement to competition based on the responses to this notice, is solely within the discretion of the Government.
