SURFACE OBSERVING INSTRUMENTATION SYSTEM TO SUPPORT RADIOSONDE
OPERATIONS The National Weather Service (NWS) is seeking sources and
comments on a draft Statement of Work and Specifications for a
Radiosonde Surface Observing Instrumentation System (RSOIS). The RSOIS
will report wind data (wind speed and direction) and temperature data
(ambient temperature and dewpoint temperature) in support of National
Weather Service Upper Air Observations taken via Radiosondes. The
real-time sensor data will be used for pre-flight preparation of
radiosondes, and in preparing upper air weather observations and
messages. The RSOIS will interface via RS-232 Fiber Optic serial link
with a Government computer workstation, and optionally, will be
accessible via an independent display panel. The RSOIS will collect,
process, perform quality checks, format, store and output the data from
the system sensors, and may be up to 1,000 feet away from the
Government computer workstation. The system will have a full complement
of software and provide a high availability of critical parameters.
Systems will be located in an outdoor environment and will be required
to operate in severe environments. The system shall be capable of
measuring and reporting ambient temperature in the range of -58 to +122
F with a Root Mean Squared Error (RMSE) accuracy of 0.9 F, dewpoint
temperature from -31 to +122 F with an RMSE accuracy of 1.1 F, wind
speed to 100 knots, with an accuracy of 5 knots, wind direction with an
accuracy of 5 degrees at wind speeds of 3 knots and above. Copies of

301/713-0806 The Government is seeking comments on its preliminary
Statement of Work and Specifications. Specifically, the Government is
seeking comments on the following: (1) Identification of Statement of
Work or Specification paragraphs which will require developmental
efforts, significant non-recurring efforts, or which will add major
costs to acquisition of this system; (2) Identification of Statement of
Work or Specification requirements which inhibit the use of commercial
equipment; and (3) Identification of Statement of Work or
Specification paragraphs which are ambiguous. Additionally, the
Government desires knowing the delivery time for a quantity of two (2)
systems compliant with this Statement of Work and Specification, as
well as the sustained production rate achievable, and anticipated
delivery schedule for completion of all contract data items. Parties
responding to this Commerce Business Daily (CBD) notice are encouraged
to provide descriptive literatureof their commercial products which
are similar to this requirement. Comments and descriptive literature
should be submitted not later than August 10, 1999, to Ms. Kaul at the
address listed above. The Government will consider comments received
by this date in the generation of its final Statement of Work and
Specification. The Government will not award a contract as a result of
the Request for Information (RFI). Notice of any solicitation for this
requirement will be published in the CBD prior to the issuance of the
solicitation. The Government will not pay for any information received
in response to this Request For Information; provided, however, that
costs properly chargeable under Federal Acquisition Regulation (FAR)
Section 31.205-18, "Independent Research and Development and Bid and
Proposal Costs," may be allocated to Government contracts consistent
