Geological Survey has a requirement to obtain a copy of the entire
archive of remote-sensing satellite imagery owned by the SPOT Image
Corporation (SICORP) of Reston, Virginia. Archive consists of
approximately 600,000 scenes of data acquired over the conterminous
United States by the SPOT-1, SPOT-2, and SPOT-3 satellites from 1986
through 1998. Concerns having the ability to furnish the data described
herein are requested to give written notification (including the
telephone number for a point of contact) to the procuring office above
within forty-five (45) calendar days from the date of this synopsis.
Salient characteristics: SPOT -1, SPOT-2, and SPOT-3 satellite data
acquired over the conterminous United States from 1986 through 1998.
Data must have instrument characteristics, coverage areas, and imaging
times complementary with the U.S. Landsat program. Scenes consist of
10-meter ground-sample-distance (GSD) panchromatic and 20-meter GSD
multi-spectral instrument data. Data are stored on 28-track
high-density digital tapes (HDDTs). Data must be compatible with a
Honeywell/Metrum HD96 tape drive and be formatted in unprocessed
serial-bit stream (raw telemetry) format. Intent is to modify Contract
No. 1434-CR-96-CN-40257 with a period of performance through September
13, 1999. Contract also has three (3) option years remaining. Based on
information available at this time, and in accordance with 41 U.S.C.
253(c)(1), implemented by FAR 6.302-1(c) the Government considers the
item specified as a sole source from SPOT Image Corporation, Reston,
Virginia, and proposes to negotiate a modification to the contract with
that firm on that basis. However, should additional sources be
identified, they will be considered. Firms who feel that they can
furnish the required item or its functional equivalent (based upon the
criteria specified herein) are invited to submit in writing an
affirmative response to this announcement. An affirmative response
would include literature, brochures and such other materials which
correspond to the required items stated herein. This information will
be evaluated and used to determine if competitive opportunities exist.
Since no solicitation document exists, requests for such documents
without accompanying information will be considered non-responsive to
this request without further consideration. This notice may represent
the Government's only official notice of this procurement. See Note 12
