744-6385 This is a source sought synopsis. The Indian Head Division,
Naval Surface Warface Center is seeking contractor assistance for
removal of scrap metal estimated to be between 400-500 tons. Scrap
consist of mixed metals and is considered to be minutely explosive
contaminated. Although it has been decontaminated using open burn
process it cannot be guaranteed to the 5X level and therefore must be
considered 3X. Contractor would be required to provide all materials
and labor for the removal and smelting of the scrap metal. All scrap
removed must be shredded and then transported to a smelting facility
with an end user certificate required upon completion of the process.
The government intends to award an offset contract, i.e., the total
price of the removal would be offset by the estimated scrap value of
the scrap metal. Example: If the total for complying with the statement
of work for the removal is $70,000 and the estimated value of the scrap
is $15,000 then the contract price would be $55,000. Interested
