DavidHM@pwcjax.navy.mil. Provide all labor, material, equipment,
transportation, and supervision for a lease/purchase of a Steam Plant
for NAS Jacksonville. This is a firm fixed price contract for a period
of one year with option to extend the contract services in increments
of one to 12 months not to exceed a total of 60 months from date of
contract award, with the option to purchase. Contractor shall setup,
install, on-site certify, operate 24 hours a day, 365 days a year,
lease, teardown, and remove steam plant upon completion of contract,
with the exception of Government purchase. Plant minimum steam output
is 210,000 pounds per hour. Plant shall include all boilers,
economizers, blowdown system, deaerator feedwater system, water
softeners, condensate polisher, chemical feed system, and chemicals.
After delivery and set-up, the contractor shall provide recertification
of boilers by a certified Boiler Inspector meeting requirements of
National Board of Boiler and Pressure Vessel Inspectors (NBIC) and Navy
MO-324 prior to acceptance of plant by the Contracting Officer. Boiler
type: Three Low Nox Trailer-Mounted ASME 70,000 PPH package watertube
boilers, design pressure 300 psi. Fuel: Primary-Natural Gas,
Secondary-No. 2 oil. Boilers shall include manufacturers trim, burners
and combustion controls. Boiler operating pressure shall be set at 125
psi steam output with all safety valves set according to the ASME/NBIC.
Age: All boilers and auxilliary equipment shall be 1993 or newer.
Efficiency guarantee shall be a minimum of 82 percent for Natural Gas
and 85 percent for fuel oil. All boilers and auxiliary equipment shall
be compatible and dedicated. Steam plant must be operational by
December 1, 1999. Questions must be submitted in writing 15 days prior
to the bid opening date to the address indicated above. Only written

anticipated to be isssued on or about September 1, 1999. This is a 100
