NAVAL TARGET CONTROL (SNTC). The Naval Air Systems Command (NAVAIR)
Program Executive Officer, Cruise Missiles Project and Unmanned Aerials
Joint Project plans to electronically release a solicitation, under
full and open competition, for The System for Naval Target Control
(SNTC). The formal RFP will be electronically released on or about 12
Aug 99, with proposals due on or about 30 Sept 99. No solicitations
will be mailed. No hardcopies of solicitations will be made available.
The anticipated contract type is Firm Fixed Price (FFP) IDIQ. SNTC
will provide the Navy with an improved capability for target control.
The SNTC will serve as the Navy's baseline target control system for
future Navy procurements. This system will provide the fleet a single
control systems for the Navy's family of targets and will establish a
single contractor logistics, training, and maintenance line for the
service. The initial baseline system will be installed at the Pacific
Missile Range Facility (PMRF) Hawaii. The Office of Secretary of
Defense (OSD), Director of Test, System Engineering and Evaluation
(DTSE&E) has begun the Multi-Service Target Control System (MSTCS)
program. The MSTCS will provide an interoperable suite of equipment and
software for use within the Department of Defense to command and
control the various target systems used for test and evaluation and
training. The MSTS IOC is currently scheduled for FY05. The procurement
of SNTC is considered a risk reduction effort to meet the Navy's
immediate requirements until the IOC date of MSTCS. This acquisition
will complement the MSTCS development and acquisition by establishing
a single baseline control system and logistics support lines for Navy
which will be upgraded to the MSTCS functionality. The contractor shall
deliver a Commercial Off the Shelf (COTS) system for Naval target
control, which is Target Independent; datalink independent; range
independent; scalable to meet mobility requirements; modular and
supportable design. The contractor shall include the hardware,
software, and support equipment necessary to control up to four (4)
targets simultaneously throughout the target's operational envelop in
over-the-horizon operations (THRESHOLD). (Six Simultaneous (6)
OBJECTIVE). The SNTC will be capable of controlling targets via
autonomous waypoint navigation. Autonomous navigation shall be executed
for the control system (THRESHOLD) and/or target (OBJECTIVE). The
contractor shall deliver a transponder to interface with multiple
targets. The SNTC shall operate in Over the Horizon Operations.
Airborne relay must be able to integrate into a C-26. Need to define
typically aircraft, and Target and Line of Sight (LOS). The SNTC shall
be used in land-based, shipboard (Within Hull) and on the deck of the
ship operational environment. This synopsis does not represent a
