69 -- THREE OWNSHIP DATABASES, ONE GEOGRAPHICAL VISUAL DATABASE AND ONE GMDSS COMMUNICATION SUITE FOR THE ARMY VESSEL BRIDGE SIMULATOR SOL N61339-99-R-0031 POC Todd Doucett, Contract Specialist, 407-381-8862 The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida intends to procure three ownship models, an exercise area geographic visual database and a Global Maritime Distress and Safety System (GMDSS) communications suite for the VS-300 Army Vessel Bridge Simulator. This procurement will result in a firm fixed price contract. The anticipated award date for these commercial items is 30 July 1999. The Government intends to solicit and negotiate the proposed award on a SOLE SOURCE BASIS under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). NAWCTSD intends to contract with Nichols Advanced Marine (NAM) of Arlington, Virginia who owns proprietary rights in the simulation engine software "VirtualShip" which is essential to the performance of the VS-300 Army Vessel Bridge Simulator. The models, geographic database and GMDSS communication suite must interact with the proprietary simulation engine that was developed by NAM. The ownship models must communicate with the simulation engine regarding visual scene content and ship hydrodynamic performance. The geographic database must communicate and be configured with identical file structures and communication protocols as existing databases. The GMDSS Communications Suite must interface and be compatible with NAM's proprietary simulation control component of their simulation engine. All responses to this synopsis must be in writing.
