swright@email.usps.gov. The Postal Service is seeking qualified
suppliers who can provide a Closed Loop Program which must encompass
the following product supplies and services: Packaged Products:
Specifically sanitary paper products (such as paper towels, bathroom
tissue, napkins and hand soap including dispensers); Communication
Papers such as office paper for copiers and printers; Recycling of
materials such as discarded universal standard mail (USM) and used
cardboard (OCC). The requirement will be for suppliers to deliver this
unique set of services throughout the Mid-Atlantic and Washington DC
Metro Areas. This geographic area includes the states of Maryland,
Virginia, Kentucky, West Virginia, North and South Carolina, and
Evansville, Indiana. Initial performance may require the successful
supplier to conduct a "pilot" program within the geographic area of
coverage to ensure the Environmental, Hygiene and Cost objectives of
this program are met. If these objectives are met, consideration will
be given to expansion of the program throughout the service area. The
Postal Service intends to prequalify suppliers identified by this
process. Each response package submitted will be evaluated for its
technical merits. The following areas of focus will be used in
determining qualification among 1. Production Capability: The supplier
must have the facilities to manufacture or otherwise provide the
required supplies and services specified. The supplier's proposal must
include information outlining the specific production capacity to be
used for this project. A supplier demonstrates the ability to perform
to consistently high standards through a record of excellent past
performance. Quality may be demonstrated by previously providing high
quality supplies or services, and by maintaining a documented quality
system. Reliability may be demonstrated through consistent on-time
delivery, as well as through supplies that perform well throughout
their service life. 2. Program Management and Service Capability: The
offeror must include information outlining the proposed contract
management structure. The offeror should provide a narrative
description of the proposed approach to assure quality control of the
products and service provided and the timeliness of service, including
a description of offeror's transportation/distribution network. 3.
Current and Past Performance: A minimum requirement of three (3) years
experience in successfully manufacturing or providing the
supplies/services in the requirements section is required. The supplier
must provide information and references to document a record of
satisfactory performance on contracts for similar work and magnitude.
Past performance as defined by the Postal Service is (1) quality of
service, (2) timeliness of performance, and (3) customer satisfaction.
4. Financial responsibility: Suppliers must provide adequate
information to demonstrate their financial capability to perform the
work described in the package and indicate if the company has the
necessary working capital and/or other resources to perform the
contract. Evidence of financial stability as indicated by the offeror's
credit history will be one aspect of the evaluation. Each prospective
supplier must provide their company's (or parent company's) audited
annual financial statements (both the Balance Sheet and Income
Statement) for the immediate past two fiscal years. 5. Supplier
Diversity Program: The Postal Service is committed to seeking out and
providing opportunities for small, minority and women-owned businesses
through direct contract awards and subcontracting opportunities.
Supplier Diversity plays an important role in promoting economic
development in communities, while helping the Postal Service get the
top quality products and services we need to serve the American public.
Each prospective supplier must provide information regarding their
firms supplier diversity and subcontracting opportunity programs.
Interested suppliers must respond, in writing, to this request for
proposals. Response packages must include specific detail to
sufficiently address the required competencies specified above.
Response packages must be received within ten (10) days from the date
