Scales WT11B, Procurement, Fax: 423-632-4582, e-mail: gcscales@tva.gov The Tennessee Valley Authority (TVA) intends to obtain the services of qualified contractors to perform: (1) excavation of buried oil wells; (2) removal/perforation of casing by shooting off, ripping, and pulling all tubular goods contained within the well-bore; (3) drilling out obstructed, bridged, or previously plugged well-bores; (4) removal of foreign debris; (5) setting of mechanical plugs and placing cement; (6) geophysical logging (i.e., sonic, nuclear, and/or electrical); (7) cleaning, removing, and salvaging of well related production equipment, including tanks and pipelines; (8) retirement and leveling of drilling pits, containment areas, and spill impacted areas; and/or (9) soil and groundwater site restoration. Consideration will be given only to those Proposers who, in TVA's sole judgment, have a minimum, demonstrated three (3) years of satisfactory experience in drilling (workover), geophysical logging, cementing, and/or other related services. These services will have been provided with a geological region similar to that of Kentucky. TVA anticipates making multiple awards with no guaranteed minimum amount of work. The term of the contract(s) shall be for three (3) years. The total cost of this work inclusive of all contractors is estimated to exceed $1,000,000. Work shall be accomplished by the issuance of task authorization orders against the contract(s). All work will be guided by TVA and the U.S. Environmental Protection Agency (EPA) policies and directives. Evaluation will be based upon the Proposer's demonstrated capability to provide quality services of the type and nature required and the total cost to TVA. Any award resulting from this solicitation will be made to the Proposers whose proposals conform to the RFP and are most advantageous to TVA and EPA. Firms that meet the requirements described in this announcement are invited to submit a written request for a copy of the Request For Proposal (RFP). The request for RFP specifications must be by mail, fax (423-632-4582), or e-mail (gcscales@tva.gov) and should cite Synopsis E5-255142, "Instructions for Preparation and Submittal of Technical Proposal for Plugging and Abandonment of Orphaned Oil and Injection Wells in Commonwealth of Kentucky".
