Opportunity Commission, Washington, DC 20507 has a requirement for a
hotel facility to provide lodging for EEOC Investigative Support
Assistants (ISA's). This is a synopsis for commercial service prepared
in accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. Solicitation No. RFQ
99-0038 will be issued as a Request for Quotation. The solicitation
document and incorporated provisions and clauses are those in efect
through Federal Acquisition Circular (FAC) 97-11. Standard Industrial
Classification (SIC) code is 7011. Description of service: The Office
of Field Programs and the Office of Human Resources is conducting
enforcement training for 80 Investigative Support Assistants (ISA's).
The facility chosen will be a full-service facility with adequate
lodging, meeting rooms, audio-visual equipment, training aids, and food
service. EEOC shall require sleeping rooms for five consecutive nights
for up to six sleeping roomson Sunday, August 22, 1999 and up to 86
sleeping room for Monday, August 23, 1999 through Thursday, August 26,
1999. EEOC shall require one hospitality suite each day. All sleeping
rooms shall be at one facility. The hotel facility shall be within
walking distance (5 -- 8 blocks) to EEOC Headquarters at 1801 L Street,
N.W., Washington, DC. The facility shall meet all Americans with
Disabilities Act (ADA) requirements. The facility shall be equipped
with appropriate walkways, ramps, parking and elevators above the first
floor. The facility shall also be wheel-chair accessible. EEOC will
provide a rooming list to the facility at least 96 hours prior to the
lodging date. Should EEOC elect to cancel the order, EEOC shall provide
written notice of the cancellation to the contractor no later than 4
days prior to the scheduled lodging date. By receipt of this
cancellation notice, the contractor agrees to release EEOC from any
cancellation penalties or charges. If there is a cancellation within 4
days of the scheduled lodging date, the Clause 52.249-4 "TERMINATION
FOR CONVENIENCE OF THE GOVERNMENT (SERVICES) (SHORT FORM)" will govern.
Payment amount for lodging cannot exceed on a daily basis the maximum
per diem rate in effect in accordance with the Federal Travel
Regulations including taxes, gratuities and other costs. Charges for
incidental expenses such as telephone charges and room service will be
the responsibility of individual guests. The evaluation criteria is
the ability to meet the above mentioned specifications and lowest
offer/proposal. However, EEOC reserves the right to inspect the hotel
facility, to determine the condition and age of the facility, and to
verify the facility meets the specifications. These may be deciding
factors in award. Offerors shall include a complete copy of the
provision 52.212-3, Offeror Representations and
Certifications-Commercial Items with their offer. Clause 52.212-4,
Contract Terms and Conditions-Commercial Items and any addenda to the
clause applies to this acquisition. Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes in Executive
Orders-Commercial Items applies to this acquisition. All request for
