The purpose of this synopsis modification is to provide additional information to all prospective offerors AND present AMENDMENT NO. 001 the RFP 8140990300 -- COMBINED SYNOPSIS/SOLICITATION SUBMITTED JULY 6, 1999 to the CBD [Submittal No. 350777]. RFP R8140990300 is hereby amended: ONE to indicate that "This procurement is UNRESTRICTED. The National Park Service encourages the participation of small, minority and woman-owned business enterprises;" And, TWO: To provide answers to prospective bidders questions -- NOTHING in this Amendment modifies any terms, conditions or response time for RFP R8140990300 -- -- -- -- -- -- QUESTION ONE: RFP states that the current system serves greater than 300 accounts with a dramatic increase over the next 10 years. What kind of growth should we plan for? 5x, 10x, 20x, more? What will cause this growth? -- -- -- -- -- -- -- ANSWER TO Q ONE: The figure of "300+ Accounts" within the RFP applies to our alarm central station. This station is located within our communications center but does not interface to our current CAD system. The Alarm Central Station receives alarms and other signal types from fire, security, and maintenance accounts, both on and off the Presidio of San Francisco (PSF). The reason that a dramatic increase is projected is that PSF (through the Presidio Trust) is working to fill many buildings that are currently vacant and uncovered by alarm service. Further, large scale projects such as the recently announced Lucasfilm Complex or the National Park Service renovation of Fort Baker may link many additional buildings to our Alarm Central Station. It is difficult to attach a factor to this growth as much of this increase in building occupancy is in preliminary planning stages. -- -- -- -- -- - QUESTION TWO. CAD is to be installed on a dedicated LAN -- is this correct? -- -- -- -- -- ANSWER TO Q TWO: This is correct. Our present CAD system is installed on a dedicated LAN, and it is anticipated that this will continue in the new system. The government intends that CAD will sit in the Communications Center on a dedicated LAN, thence to link to Bldg. 1217 (site of the RMS Server) on the Public Safety WAN, with a backup data link directly between the CAD LAN and the RMS Server, bypassing the Public Safety WAN. This arrangement ensures operational continuity should services of the Public Safety WAN be unavailable. -- -- -- -- -- -- -- QUESTION THREE: RMS Workstations -- 10, is this correct? -- -- -- -- -- -- -- ANSWER TO Q THREE: The pricing request for ten workstations is a baseline number for minimum functionality. In reality, there are likely to be two to three times that number to be installed. For additional RMS Workstations it is anticipated that divisions within GGNRA will provide funding for those workstations. To approach those divisions and seek funding will require that we have OPTIONAL CLINS for additional workstations. PLEASE indicate within your PRICE proposal any volume discounts for the RMS workstations. PLEASE differentiate on your proposal those RMS workstations on the Public Safety WAN, versus those that would connect via dial-up access. -- -- -- -- -- - QUESTION FOUR: RMS total concurrent (simultaneous) users = 20 or 25 or xx? -- -- -- -- -- - ANSWER TO Q FOUR: Maximum number of concurrent RMS users would be in the range of fifteen to twenty. -- -- -- -- -- -- - QUESTION FIVE: CAD workstations = 5, is this correct? -- -- -- -- -- -- ANSWER TO Q FIVE: Five is correct. Our current staffing levels place three dispatchers on each shift, occasionally dropping to two (when workload warrants). Two other workstation positions exist in the Communications Center, and these are used for training, special events, and supervisory/system administrator functions. The existence of these two workstations provides expansion capability should we need it. For these reasons it is unlikely that our agency would need any additional workstations (beyond five) within the foreseeable future. -- -- -- -- -- QUESTION SIX: Contractor to interface/integrate the CAD/RMS with RDCSS (Radio Dispatch Communications Support Services), interface to E911, Radio System, Law Enforcement Data Networks and Mobile Data Terminals (MDT's)? -- -- -- -- -- ANSWER TO Q SIX: Yes. Incoming E911 Automatic Number Identification (ANI) and Automatic Location Information (ALI) Data is captured by the CAD system in the initiate incident process. Radio System Emergency Beacons transmit Unit ID to the dispatcher (presently) via a messaging system from Radio to CAD. Law Enforcement Data Networks provide the means to run individuals, vehicles, and property for wants and warrants, and to send and receive critical law enforcement information within and outside our agency. Mobile Data Terminals (MDT's) use CAD as an operating platform, thence linking to law enforcement networks and RMS. -- -- -- -- -- QUESTION SEVEN: Law Enforcement Data Networks include CABLE, AWS, CLETS/CJIS and NLETS/NCIC. What is the "CABLE" Law Enforcement Network? Where are they located? Is connection to NCIC the same connection as CABLE, AWS etc? How many links are required to the external interfaces (NCIC/CLETS/CABLE etc)? Four or five links? -- -- -- -- -- -- - ANSWER TO Q SEVEN: Each County in the State of California maintains a message switching computer, thus providing access for local law enforcement agencies to all appropriate law enforcement data networks. This is a hierarchical system, within which agencies are provided access to local, regional, state, and national law enforcement data networks. The local San Francisco system is known as CABLE, and it offers many features that include Officer Safety warnings on dangerous individuals. Beyond CABLE, this link offers AWS (a regional data network by a consortium of Bay Area Counties), CLETS/CJIS (California) and NLETS/NCIC (National). The Government prefers that proposed systems link to the County of San Francisco, for the benefit inherent in shared local information. If this is done, then CAD would require one link into San Francisco County, and whatever linkage is necessary for local CAD/RMS functionality. -- -- -- -- -- QUESTION EIGHT: System installed, fully operational and integrated by December 15, 1999 including all user training. What functionality is mission critical for CAD to be "fully operational?" Can we deploy CAD this year and RMS in February next year (2000)? -- -- -- -- -- ANSWER TO Q EIGHT: CAD is mission critical and it is the Government's view that December 1999 deployment is essential. RMS, on the other hand, is not a system that we presently operate so there is more flexibility in installation date. It is to be noted, however, that law enforcement records systems operate on a calendar year basis and it is preferred to make a "clean break" between records systems at the turn of the New Year. RMS deployment is negotiable but the earlier installed in the New Year the better. -- -- -- -- -- QUESTION NINE: Presidio's intended use/purpose requires that the CAD/RMS shall be compatible with the existing RDCSS which covers three California Counties. What Counties are to be covered? Are these Counties using an existing CAD/RMS System? What type of system is in the current RDCSS, and what systems currently integrate into the current RDCSS? -- -- -- -- -- ANSWER TO Q NINE: Counties (in which GGNRA exists) are Marin, San Francisco, and San Mateo. The CAD/RMS system provides service only for the GGNRA and Presidio Trust lands within those counties. All other portions of those Counties are administered by other agencies. FURTHER: Our current CAD System is provided by the Printrak Corporation, and (as stated in solicitation addendum) we do not presently operate an RMS system. AND For systems integrating into RDCSS, please refer to the solicitation addendum as well as answers 6 and 7 in this document. -- -- -- -- -- QUESTION TEN: Who is maintaining the current RDCSS? -- -- -- -- -- ANSWER TO Q TEN: As stated in the Synopsis/Solicitation, Engineered Systems, Incorporated is maintaining the current RDCSS. The resident Engineered Systems Field Service Technician handles on-site system maintenance. For maintenance and repairs requiring higher response level, original equipment manufacturers (OEM's) and firms providing system software are called in for assistance (through standing agreements between the OEM's and Engineered Systems, Inc). .
