This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-06. This procurement is being solicited as 100%
small business set-aside. Offers from other than small businesses will
not be considered. SIC code is 3585, Air-conditioning and Warm air
Heating Equipment and Commercial and Industrial Refrigeration
Equipment. Size standard is 750. Solicitation number is
F41652-99-T0411. Item 0001: Services non-personal to supply all labor,
equipment, tools, materials, labor and supplies necessary to build and
install a rail-mounted coolanol support system: Overall requirements
include: 480 volt, 3-phase electrically driven in-line KW meter
installed, continuous operation rated. Single skid mounted construction
for outdoor application, approximately 8_ wide x 24_ long external
chiller unit. Technical support medium (status monitoring and
troubleshooting). Operating manuals with a complete parts listing and
sources. System utilizes existing aircraft supply/return plumbing
installed in bay 3, building 5110 (797 1st St.) Existing electrical
service is 480 volt, 3-phase for connection of equipment. Minimum one
year follow-on support and warranty. Specific requirements will include
but not necessarily limited to: Modes of operation: supply,
backpressure, backflush, fill, and bypass. Deaeration/dewatering of the
coolant oil in any mode. Standard heating, ventilation, and air
conditioning (HVAC) components, electrical piping, controls and parts;
no one-of-a-kind, unique parts. Supply pressure measured at the
aircraft: 110 to 158 psig. Supply rate: 55 gpm at 70 degrees F. Return
pressure: 25 psig, particulate filtration-minimum, 100 mesh.
Degassingand dewatering capability, system coolanol reservoir: minimum
28 gallons w/expansion capability. Operator status readouts and alarms
for system control/monitoring. Quantity is one (1) each. Desired
delivery to Dyess AFB, TX is 30 calendar days after award. The
provision at FAR 52.212-1, Instructions to Offerors _ Commercial,
applies to this acquisition. Only written offers will be accepted.
Bidders must specify business size, cage code, duns number, and tax-ID
number in their quote. You must be registered in the Central
Contractor Registration (CCR) to bid on this solicitation. The
provision at FAR 52.212-2, Evaluation _ Commercial, applies to this
acquisition and the evaluation criteria in paragraph (a) of the
provision shall consist of, in descending order of importance: (i)
technical capability of the products and services offered to meet the
government_s requirements; (ii) price;and (iii) transportation costs.
