teresa.dingle@fema.gov. The Federal Emergency Management Agency (FEMA),
United States Fire Administration (USFA), at the National Emergency
Training Center (NETC) has a requirement for the services of a Fire
Prevention and Control Master Planning Expert. This expert shall
continue the development of the revised Master Planning Guide and other
user tools in accordance with the findings currently being identified
under purchase order EME-1998-SA-0291, by the incumbent contractor,
Neville and Associates. The current purchase order was awarded in the
amount of $99,050.00. The contractor shall be required to: (1) attend
the start-up and other meetings at NETC, select additional subject
matter writers to work with in developing various technical components
of the Master Planning Guide, and complete pilot testing of the Master
Planning Initiative. Interested sources must have (1) extensive
knowledge of the Fire Prevention and Control Master Planning Program
developed by USFA; (2) a thorough understanding of the "systems"
approach toproviding public fire/rescue and emergency medical services;
(3) knowledge and experience in all levels of fire service
administration, management, incident management duties at the company
and chief officer level; (4) knowledge of current management principles
of local/city/county/municipal governments as it relates to
governmental operations; (5) a bachelor's degree in Fire Service, Fire
Administration, Fire Protection Technology, or Public Administration,
along with experience in conducting, at a minimum, ten (10) or more
local community Fire Service Master Plans; or, a combination of an
Associate's degree in Fire Science, Fire Administration, Fire
Protection Technology, or Public Administration, along with experience
in conducting, at a minimum, 20 or more local community Fire Service
Master Plans. The period of performance will be from September 16, 1999
through September 15, 2000. Offerors shall be required to submit a work
plan with their quote in order to demonstrate how they intend to
accomplish theservices required in the statement of work. Award will be
made utilizing Simplified Acquisition Procedures (actions estimated to
be under $100K) is anticipated. The Request for Quotation (RFQ) will
be available on or about August 2, 1999. Quotes will be due on or about
August 25, 1999. All requests for the RFQ must be submitted in writing
and can be faxed to (301) 447-1092 or e-mailed to
teresa.dingle@fema.gov. The anticipated award date is September 1,
1999. This procurement is a 100% Small Business Set-Aside. The
applicable Standard Industrial Classification (SIC) Code is 8742,
Management Consulting Services, with a size standard threshold of $5.0
million average annual receipts for three preceding fiscal years.
