This notice is published pursuant of Title 10 USC 2865 and Title 42 USC 8287. The Air Force desires to reduce energy and water consumption and associated utility costs by implementaing various conservation measures in the Kaiserslautern and Spangdahlem Military Communities in Germany. The Air Force proposes to accomplish these objectives by using the steamlined acquisition procedures authorized by Title 10 USC 2865 to select a Pre-Qualified Department of Energy (DOE), Energy Savings Performance (ESP) Contractor. Firms on the DOE Pre-Qualified Contractor List as of November 1998 that are interested in submitting a statement of their qualifications for this work should notify the above listed contracting office within 30 days after publication of this notice. Pre-Qualified firms capable of designing, financing, implementing, operating, and maintaining energy and water savings retrofit systems in Germany are invited to respond. Competition will be restricted, in accordance with the statutory authorization, to those listed firms on the Department of Energy Pre-Qualified ESP Contractor List as of November 1998 and certified to perform in Germany.
