synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). This
solicitation is for an 18' Satellite News Gathering (SNG) Vehicle as
described in the attached specifications, along with various equipment
which shall be installed to make the vehicle a Mobile Video Production
Vehicle. The purpose of the vehicle shall be to provide and assist in
additional NASA educational programgs such as the Distance Learning
AEL/MEL Program to perform remove video production satelitte

html Justification to permit contracting for the specific make(s) and
model(s) identified for this solicitation has been prepared using
citation 10 U.S.C. 2304(c)(1) as its authority. The provisions and
clauses in the RFQ are those in effect through FAC 97-11. This
procurement is a small business set-aside. The SIC codes for this
procurement are 3711 and 3663, respectively. The quoter shall state in
their quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to GRC is required within 60 or 90
calendar days (depending on offered prices) after award. Delivery shall
be FOB Destination. (FAR 52.247-34) Quotations for the items(s)
described above are due no later than Monday, August 2, 1999 by
4:30p.m. local time to Irene Cierchacki, 21000 Brookpark Road, Mail
Stop 500-312 (RFQ3-125157), Cleveland, OH 44135. At a minimum, the
quote shall include: 1. A price quote for a 60 calendar day delivery
and a seperate price quote for a 90 calendar day delivery. The price
shall be summarized by a Subtotal for the Vehicle price and the video
equipment price, inclusive of installation.; 2. A discussion or
descriptive literature on how the quoted product meets or exceeds the
requirements of the Statement of Work. For items that exceed the
requirements, supporting rationale shall also be provided.; 3. Any
offered warranty provisions; 4. Submission of itemized prices for the
identified video equipment. 5. A discussion or descriptive literature
of any Corporate experience in making vehicles similar in nature and
scope to that required. 6. Discount/payment terms; and 7.
Identification of any special commercial terms. Quoters are encouraged
to use the Standard Form 1449, Solicitation/Contract/Order for
Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1,
"Instructions to Offerors-Commercial Items". Selection and award will
be based upon overall Best Value to the Government, with consideration
given to the factors of proposed technical merit, price, and past
performance. Unless otherwise stated, for selection puposes, all
factors are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b)). The specific value characteristics are: 1. Total
cost associated with a 60 calendar day delivery after award and a 90
calendar day delivery after award. 2. The technical evaluation that the
offered product meets or exceeds requirements of the Statement of Work.
3. An evaluation that the company is experienced in making products
similar in nature to the requirements in the Statement of Work. 4.
Other factors offered by the company. (i.e. Warranty, service) Quoters
must provide copies of the provision at 52.212-3, "Offeror
Representation and Certifications-Commercial Items" with their quote.

"Contract Terms and Conditions-Commercial Items", applies to this
acquistion. FAR 52.212-5 is applicable and the following identified
