Request for Offer (RFO), on a sole source basis to Space Applications
Corporation. This procurement will extend the period of performance
under Contract NAS5-32585 for an additional 10.5 months (7.5 month
basic period and 3 1-month option periods) beyond the curent end date
of the contract (8/31/99). This extension is required to meet critical
milestones until the follow-on consolidated contract is awarded
(8(a)competition). Under Contract NAS5-32585, the contractor provides
support to the Stratospheric General Circulation with Chemistry
Modeling group and to the Atmospheric Chemistry and Dynamics group.
This support is provided in the following areas: mathematical and
computer modeling of dynamic, radiative, chemical processes, and plasma
processes in Earth's atmosphere. The contractor also uses the data and
computer models to analyze the dynamics and constituent structure of
Earth's atmosphere. During this extension period, the contractor shall
complete the following critical milestones: 1. a study of temporal and
regional variability in NIMBUS-7 measurements of tropical tropospheric
ozone; 2. an aircraft field experiment to study tropospheric
chemistry; and 3. a field campaign with the ground based lidar. Space
Applications Corporation (the current source of the required services)
is the only responsible source with the specialized knowledge and
experience required to perform the above requirements and meet the
critical milestones. No other known source can meet these critical
milestones. Award to any other source would result in unacceptable
delays in the fulfillment of NASA Goddard's requirements. The statutory
authority for this sole source procurement is 10 U.S.C. 2304(c)(1) --
Only One Responsible Source. However, companies who believe they can
provide these services without any detrimental impact to the program
schedules supported by this work, should fully identify their interest
and capabilities within 15 days after publication of this synopsis.
The Government does not intend to acquire a commercial item using FAR
Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See
Internet Note "B". Interested firms have 15 days from the publication
of this synopsis to submit in writing to the identified point of
contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government to not compete this proposed
effort on a full and open competitive basis, based upon responses to
this notice is solely within the discretion of the Government. All
qualified responsible sources may submit an offer which shall be
