A -- A -- TARGET EFFECTS ASSESSMENT (TEA) 17.A -- INTRODUCTION: The Air Force Research Laboratory (AFRL) contemplates issuing Program Research and Development Announcement (PRDA) number 99-03 to obtain innovative research and development and engineering efforts for Target Effects Assessment (TEA). Funds are neither currently available nor reserved for this effort, and the government cannot provide assurance that the PRDA will be issued. This announcement is intended to give interested parties notice that this effort is being considered, provide information concerning the anticipated requirements of this effort, and to identify government points of contact (POCs). This announcement is for informational purposes only, and should not be construed as a Request for Proposals (RFP), call for White Papers, or as assurance that this requirement will remain valid. B -- EFFORT SUMMARY: AFRL/DEPA performs assessments of Directed Energy Weapons systems against targets of interest to the Department of Defense. To support this objective, DEPA is interested in obtaining technical and engineering effort in three major areas as follows: Vulnerability Assessment: To include detailed modeling of targets, database collection and maintenance for target materials, image analysis and assessment, and impact assessment. Optical Analysis: To include detailed modeling of satellite optical systems, analysis of optical system performance, failure model development, and integrated effects assessments on optical systems components. Experimental Investigations: To include design, planning, setup, analysis and performance of experiments in new areas of interest to support target effects assessment. C -- ADDITIONAL INFORMATION: Should the subject PRDA be approved for issuance, a CBD notice will be published in approximately 4-6 weeks. The following information is provided for informational purposes only, and is subject to change. The estimated value of this effort is $17.3 million for 5 years. The government anticipates awarding one or more Indefinite Delivery/Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF) type contracts under PRDA DE99-03. The government will use a two-step PRDA process. The first step requires submission of a White Paper not to exceed 15 pages. After evaluation of White Papers, the second step will request that those firms found acceptable provide cost data and a Statement of Work to be negotiated. Additional information/instructions regarding White Papers will be provided in the subsequent CBD notice to be issued pending approval of this requirement. Foreign firms will not be permitted to participate in this procurement. An Ombudsman has been appointed to hear concerns from offerors or potential offerors, primarily during the proposal development phase of this competitive, negotiated acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel in the pre-proposal phase of competitive, negotiated acquisitions. Before contacting the Ombudsman, potential offerors should first communicate with the Contracting Officer.
