seeks innovative concepts in the areas of surface ship and submarine
Hull, Mechanical and Electrical systems Science and Technology (S&T).
Proposals are requested that support basic and applied research in the
following five thrust areas, specifically to balance on-going programs
of record in meeting the Overall goals of the Thrust areas. Reduced
Signatures -- focused on understanding the mechanisms that generate
acoustic, magnetic, and electrical signatures and affordable methods
for controlling these signatures. Advanced Electrical Power Systems --
focused on "more electric" ship systems, automation and active
control. Hull Life Assurance -- focused on low signature, affordable
structures and increased survivability and reduced vulnerability for
high lethality weapons. Propulsion and Dynamic Control -- focused on
maneuvering predictions, ship control and integrated propulsor/hull
concepts. Automation to Reduce Manning -- focused on developing
affordable, survivable automated machinery systems and demonstrating
viability of automated damage control. A relevant issue of particular
interest that crosses all thrust areas is Affordability. Continuing
pressures on Navy budgets dictate that we seek additional ways to
understand and manage total ownership costs over the entire life cycle
to produce savings for design, acquisition, recapitalization, and
modernization of our ships and submarines. ONR seeks innovative and
aggressive ideas on Affordability, where an S&T investment can produce
significant total ownership cost reductions. Evaluations of the
proposals and white papers will use the following selection criteria:
(1) Affordability initiatives will be based on return on investment (or
annual rate of return) and probability of success. (2) Potential
contributions of the effort to HM&E future naval capabilities (3)
Potential for multiple program, multiple platform or multiple sponsor
support (4) Potential for transition to higher categoryprogram and/or
fleet capability (5) Overall scientific, technical and socio-economic
merits (6) Technical feasibility and realism of risk factor It is
anticipated several contracts, grants, cooperative agreements, or other
transactions will be awarded during FY00. Total funding available for
the duration of this BAA is estimated to be $1.5 M for basic research
efforts and $5.5M for applied research efforts. The government reserves
the right to select for award all, some, or none of the proposals.

papers are initially sought to preclude unwarranted effort on the part
of an offeror in preparing a full proposal. Offerors submitting the
most promising white papers will be invited to submit a full technical
and cost proposal on all or part of their white paper submission.
However, such an invitation does not assure a subsequent award. The
white paper process does not preclude an offeror from submitting full
technical and cost proposals directly. However, submission of white
papers is strongly encouraged. One original and three copies of each
white paper, and later, if invited, of each formal cost and technical
proposal, are to be submitted. White papers and/or proposals received
after 31 AUG 1999 may not be considered for funding under the Fiscal
Year 2000 program. All white papers or proposals should indicate the
BAA number and which thrust area is being addressed on the cover page.
Separate white papers or proposals should be submitted for each topic
area. E-mail and facsimile materials are not acceptable. The white
paper or proposal should describe the scientific and technical issues,
define the approach, and outline the anticipated results and benefits
of the proposed effort. Navy needs/requirements to be addressed by the
efforts should also be addressed. A budget estimate by cost andtime
(total and broken down by year) as well as resumes of the principal
investigator(s) should be included. The period of performance should be
nominally one year but may be for additional years with a starting date
on or about 1 OCT 1999. The standard industrial classification code is
8731 with the small business standard of 500 employees. In addition,
contract proposals that exceed $500,000 submitted by all but small
businesses, must be accompanied by a Small Business Subcontracting Plan
in accordance with FAR 52.219-9. For contract awards, evaluation of the
socio-economic merits will include the extent of commitment in
providing meaningful subcontracting opportunities for small businesses,
HUBZone small businesses, small disadvantaged businesses, women-owned
small business concerns, and historically black colleges and
universities and minority institutions. This announcement constitutes
a Broad Agency Announcement as contemplated by FAR 6.102 (d)(2).
Readers should note that this is an announcement to declare ONR's
intent to competitively fund research and that no request for proposals
(RFP), solicitation or other announcement opportunity will be made.
