COMMERCE BUSINESS DAILY ISSUE OF JULY 22,1999 PSA#2393Bureau of Land Management, WY-951, 5353 Yellowstone Rd., PO Box 1828,
Cheyenne, WY 82003 B -- DEVELOP A GEOGRAPHIC COORDINATED DATABASE (GCDB) SOL KAR990043
DUE 090899 POC Lou Maestas (307) 775-6057 Furnish all labor,
supervision, equipment, supplies, materials, and other incidentals
necessary to develop a Geographic Coordinated Database (GCDB). The GCDB
is in support to the National Integrated Land System (NILS) and will be
required to provide the most cost effective geographic coordinates
obtainable for all townships, both federal and private. The Bureau of
Land Management (BLM) has developed a system of computer programs that
produce these geographic coordinates through an adjustment process.
The BLM is also developing a database for the the geographic
coordinates and other pertinent data. this project is for the
production of geographic coordinates in Wyoming. The resulting
contractor will be required to convert and update GCDB initial data
collection for Wyoming using Windows 95/NT computer programs. Workload
necessary to produce these geographic coordinates will include
conversion from PCCS to GMM digital fifle formats, abstraction, and
data entry of surveys and re-surveys performed subsequent to initial
data collection, least squares adjustments and analysis of both
individual and multi-township data sets, and subdivision of sections
according to the rules of the Public Land Survey System (PLSS). As
geographic coordinates are obtained, they will be placed in the data
base along with other pertinent data and attributes. There are many
cities, counties, utilities, and other entities with existing land
information systems and/or geographic information systems throughtout
the United States, but most are using coordinate systems other that a
geographic coordinate system. The estimated remaining data collection
necessary for production of geographic coordinates will involve
approximately 2,000 townships (TWP's) in Wyoming. The minimum required
production rate shall be 60 townships per quarter and shall be
furnished along with a required Quarterly Summary Management Report.
The total project is estimated between $25,000 and $100,000 and is 100%
set-aside for small business. You may request a copy of the
