The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Contractor is to provide all personnel, labor, tools, materials and equipment necessary to enhance the fidelity of the Base Resource and Capability Estimator (BRACE) model for the Air Mobility Command Studies and Analysis Flight (AMCSAF) per the attached Statement of Work (SOW), Provisions/Clauses, and Wage Determination (WD) SOW, Provisions/Clauses and WD are available for downloading on the Internet at website: www.eps.gov under RFQ F11623-99-T14167. Delivery date will be 100 days from date of award or sooner. This announcement constitutes the only solicitation and no written solicitation (RFQ) will be issued. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
