D -- FOOD STAMP QUALITY CONTROL SYSTEM (FSQCS) SOL RFP FNS 00-001BRC DUE 090799 POC Bernice Cockrell (703) 305-2250 Food Stamps Quality Control System (FSQCS) The U.S. Department of Agriculture, Food and Nutrition Service (FNS) is seeking a small business firm to provide two full-time staff (l senior programmer and 1 junior programmer) to provide programming support and technical assistance on-site at FNS in Alexandria, VA. The small business size standard for SIC Code 7379 is $18 million average annual gross revenue, taken over the last three fiscal years. The services to be provided include customer technical assistance (Help Desk Support) and software updates/upgrades to the current software as required by users of the FSQCS. This is an automated system used by state welfare agencies to perform federally mandated quality control (QC) functions and provides QC data for the Food Stamp Program. Users are located in 50 state agencies, District of Columbia, Puerto Rico, Guam and Virgin Islands, and 8 federal locations for FNS. This system requires a thorough working knowledge of FORTRAN, COBOL, C, PANELS, DB_VISTA, IBM JCL, SIMWARE (SIMPC) and TSO. The hardware utilized by the system consists of a MS-DOS micro computer system (used to perform data entry, editing, and transmission of files) and IBM 9000 series mainframe located at the USDA's National Information Technology Center in Kansas City, MO (used to receive, edit and store data) Micro computers will be replaced with current technology and aWindows Operating System by the end of the year. The expected period of performance will be a base year, October 1, 1999 through September 30, 2000 and four twelve-month option periods.
