the following services utilizing Simple Acquisition Procedures: Provide
all labor, equipment, and supervision necessary to collect, remove and
transport untreated waste water from the U.S. Coast Guard Housing Site
Point Reyes, California, to the U.S. Coast Guard Training Center
Petaluma, California, for disposal. Period of service will be 1 October
1999 through 30 September 2000. The Request for Quotation (REQ) will be
issued on or about 06 AUG 1999 and close on 27 AUG 1999. The applicable
SIC is 4953 and the small business size standard is $6 Million average
annual receipts for the preceding three fiscal years. No telephone

Minority, Women and Disadvantaged Business Enterprises: The Department
of Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contract.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
