Price Contract, the project provides for additional
office/administrative space for the Base Civil Engineer Facility,
Lackland Air Force Base, San Antonio, Texas. This project requires
interior renovation and remodeling of Building 5595, the existing Base
Civil Engineering Facility, in tow separate phases, and the
construction of a 16,000 square foot addition, separated by a
vestibule. Renovation/remodeling includes removal and replacement of
partition walls and interior doors, suspended ceiling grid, tile, and
lighting, carpet, and vinyl composition floor tile. New addition will
consist of a steel frame and beam structure with concrete ribbed mat
slab. New metal roof will match and compliment the existing room.
Exterior walls are fluted masonry to match the existing. Interior will
consist of open areas suitable for offices of system furniture,
restrooms, mechanical room, break room, conference room, a
reprographics room, and archives room. Typically, finishes include
painted walls, acoustical lay-in ceiling tiles, carpeting and vinyl
floor tile. Site work consists of demolition of pavement and site
features, and new utility runs, storm drainage, paving, and grading.
The plans and specifications will be placed on Compact Disk (CD-ROM)
and will be provided free of charge. Plans and specifications will not
be provided in a paper hard copy format. Notification of amendments
shall be made through either 3.5" diskette, CD-ROM, and/or the
Internet. The Government intends to issue this solicitation through the
use of CD-ROM and the Internet. However, the Government reserves the
right to use only the Internet as notification of any changes to this
solicitation. It is therefore the contractor's responsibility to check
the following address daily for any posted changes to this
solicitation. Contractors may view and/or download this solicitation
and all amendments from the Internet after solicitation issuance at the
following Internet address: http://ebs.swf.usace.army.mil. This is an
UNRESTRICTED solicitation. Offers from all qualified business concerns
are solicited. Bids from large business firms must comply with FAR
Clause 52.219-9 regarding the requirement for submission of a
Subcontracting plan. Failure to submit a Subcontracting Plan at the
time of bid opening may result in rejection of bid. The Fort Worth
District subcontracting goals are for specified percentages of the
contractor's total planned subcontract amount to be placed with the
following: Small Business 61.2%; Small Disadvantaged Business 9.1%;
Women-Owned Small Business 4.5%; and Historically Black Colleges &
Universities/Minority Institutions (where applicable) 5.5%. Estimated
Cost Range: $1,000,000.00 to $5,000,000.00. SIC Code is 1542 and the
Small Business Size Standard is $17 Million. Solicitation to be issued
on or about 04 August 1999. Proposals due on or about 08 September
1999. Duration of the project is approximately 342 days. Offerors must
be registered with the Central Contractor Registration (CCR), in order
