99 -- IMMUNIZATION AWARENESS CAMPAIGN POC Lucille Fussell-Lee, Contract Specialist, (410) 786-5447 The Health Care Financing Administration (HCFA) intends to award on a sole source basis, under the Simplified Acquisition Procedures an award to Evening Star Productions, 219 Overwood Road, Akorn, Ohio 44313. Under the Balanced Budget Act (BBA), HCFA has been charged with reaching certain under served populations and informing and educating these populations about the various health benefits created and promoted by the BBA, especially influenza. Medicare billing data shows that African-Americans, over age 65, have substantially lower utilization of preventive services such as flu shots. This project will test the feasibility of coordinating the promotion of preventive services in October. The Contractor shall send Standing in the Safety Zone to the public television stations across the county. Standing in the Safety Zone will be provided by HCFA as a beta master. The Contractor shall provide production and post production services on Standing in the Safety Zone, including the filming of new footage, tomeet PBS broadcast standards. The Contractor shall disseminate and promote Standing in the Safety Zone in selected markets. The selected markets are as follows: New York/New Jersey/Long Island, Baltimore/Washington, Chicago, Philadelphia, Detroit, Los Angeles, Miami, Atlanta, Houston, and St. Louis. Evening Star Productions of Akron, Ohio has many years of experience in working with the Corporation for Public Broadcasting (CPB). Evening Star Productions is currently working with WQED in Pittsburgh in the promotion, airing and dissemination of the Living Well Series through CPB. The Living Well Series will be sent to the public broadcast stations in September 1999 via satellite transmission. Evening Star Productions in uniquely qualified to package the program to meet PBS standards and to provide maximum exposure of a quality product in HCFA selected markets and to provide HCFA with the capability to mount a high quality national campaign to reach key at-risk populations. Evening Star Productions will be ableto include Standing in the Safety Zone with the Living Well Series during the mid-September satellite transmission. Using Evening Star Productions will save the Federal Government thousands of dollars in distribution and promotion costs.
