Request for Quotation (RFQ) to perform geometrical modeling and
radiation transport calculation for determining the radiation dose and
energy deposition associated with the loss of confinement of
antiprotons contained in a penning trap. Work shall utilize a
mechanical and material description of the penning trap container and
a source description of primary antiprotons and secondary particlae,
which MSFC will make available to the contractor. The contractor will
incorporate a simple geometrical description of the container together
with an external shield of variable thickness surrounding the
container into the coupled high energy transport code (HETC) --
electron gamma shower (EGS) code and perform radiation transport of the
source particles to points external to the shield. The object of the
calculation is to determine a shielding configuration that will
maintain an acceptable dose exposure level at the external surface of
the shield. The required final product shall be a report containing
dose and energy deposition in a tissue equivalent detector at various
distance external to the penning trap container and shield for various
shield thicknesses. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase
this service from Science Applications International Corp.(SAIC), Inc.
1410 Spring Hill Road, McLean, VA 22102. The authority under which
these services will be procured is FAR 13.106 (2)(b), Other Than Full
and Open Competition because of the urgency and unique characteristics
of this requirement, no other contractor can provide it in the timely
manner that is required. The Government does not intend to acquire a
commercial item using FAR Part 12. See Notes 22 and 26. Interested
firms have until August 9, 1999 4:00 PM CST to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after August 9, 1999, 4:00 PM CST or without
the required information will be considered nonresponsive to the
synopsis and will not be considered. A determination by the Government
to not compete this proposed effort on a full and open competitive
basis, based upon responses to this notice is solely within the
discretion of the Government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
