THIS NOTICE IS A COMBINED SYNOPSIS/SOLICITATION for commercial items, prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. FAR Clause 52.212-4 Contract Terms and Conditions -- Commercial Items, applies to this acquisition. This notice is issued as a Request For Proposal for gaseous hydrogen (GH2). This will be a firm-fixed price requirements type contract with delivery orders issued for quantities as the exact quantities are known. The period of performance will be 1 Sept 99 through 29 Feb 2000 (6 months). The Best Estimated Quantity (BEQ) for this period is 6,800 MC (MC=1,000 cubic feet). The Standard Industrial Classification (SIC) code is 2813 and the small business size standard is 1,000 employees. All qualified responsible business sources may submit an offer. Delivery will be to Edwards Air Force Base, CA, FOB destination in contractor furnished tube bank trailers. Minimum Daily Order Quantity is 60 MC. Maximum Daily Order Quantity 120 MC. Delivery hours shall between the hours of 5:00 PM and 11:00 PM, Monday through Friday including holidays. Delivery is to be made within 24 hours of receipt of a delivery schedule. Variation in quantity will be plus or minus 10%. Minimum pressure of the trailers should be 2,600 PSIG. Edwards AFB may require holding trailer(s) for three (3) days. In rare cases there may be a need for the trailer to remain on site longer. Contractor must furnish any adapter/fittings required to interface with customer furnished system/storage vessels. Inspection for quality shall be at fill point. Inspection for quantity and final acceptance will be at destination. Certificate of Conformance is acceptable. Delivery personnel must be U.S. citizens. Point of contact for site visits is Mark Zeller (805)275-5552. Normal turn-around time for off-loading is 3 hours. Metering is the preferable method for determining quantity. Delay and standby time willbe reimbursed at $10.00 per quarter hour when delivery delay exceeds 4 hours. Offers must include solicitation number, discount terms, CAGE code, taxpayer identification number (TIN), and the offer must be signed by an authorized representative. Any questions regarding this acquisition must be submitted in writing. OFFERS ARE DUE ON 8-17-99 NOT LATER THAN 3:00 P.M. CDT LOCAL.
