solicitation/synopsis for commercial items, prepared in accordance
with the format in FAR 12.6, as supplemented with additional
information included in this notice. This notice constitutes the only
solicitation; a written solicitation will not be issued. The
solicitation, No. 263-99-P(AH)-0052, is issued as a Request for
Proposal (RFP). The solicitation/contract will include all applicable
provisions and clauses in effect through FAC 97-11. The National
Institutes of Health (NIH) in Bethesda, Maryland intends to acquire, by
a lease to purchase agreement, on a sole-source basis, a laser scanning
confocal fluorescence microscope system. This system shall include, but
not be limited to, the following performance characteristics, features,
and pertain to the following components: 1) Zeiss LSM510 or equivalent
confocal microscope with 25mW Argon laser; 2) this system shall offer
low maintenance and high reliability. Afford proven performance with
positive support from the scientific community; 3) scan control shall
be accomplished digitally, analog techniques are unacceptable; 4)
maximum scanning speed in linescan mode shall be 0.75 milliseconds or
better; 5) acousto-optical filtering shall be used to allow rapid light
switching; 6) instrument shall be capable of both 8 bit and 12
resolution; 7) instrument shall be "Nonlinear Optics ready" for planned
future use; 8) Z axis scanning shall be accomplished without moving
specimen; 9) individual pinholes shall be required for detectors; 10)
three simultaneous photomultiplier channels shall be required; 11)
laser excitation lines at 458,488,514, 543, and 633 nanometers shall be
required; 12) physiological software for acquisition and control shall
be required; 13) the contractor shall provide a Year 2000 Warranty for
each hardware, software, and firmware product delivered under this
contract. The contractor shall be able to accurately process the data
(including, but not limited to calculating, comparing, and sequencing)
from, into, and between the twentieth and twenty-first centuries and
for the Year 2000 and leap year calculations. Nothing in this warranty
shall be construed to limit any rights or remedies the Government may
otherwise have under this contract with respect to defects other than
Year 2000 performance. It is the Government's belief that these
requirements may only be met by Carl Zeiss, Inc. This is not a formal
solicitation, however, concerns that respond to this notice must
furnish concise responses directed specifically to the requirements
mentioned above. Sources demonstrating the capability to accomplish the
above shall supply pertinent information in sufficient detail to
demonstrate their ability to perform. Information furnished shall
include enough material to perform a proper evaluation. Respondents
will not be notified of the evaluation results. Address responses to

terms. The Governmentwill evaluate based on F.O.B. Destination and
acceptance at Bethesda, Maryland and the requirements of FAR 52.214-21
"Description Literature" apply. Information provided must demonstrate
the equipment/s ability to meet the specifications described herein.
Award will be made to the technically acceptable low offer. A completed
copy of the provision FAR provision 52.212-1. A completed copy of the
provision 52-212-3, Offeror Representatives and Certifications-
Commercial Items, is required as part of the offer. The clause 52.212-4
Contract Terms and Conditions- Commercial Items applies to this
acquisition .The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes Or Executive Orders-Commercial Items
applies to this acquisition. The Contractor will be paid following
delivery, testing, and acceptance of the equipment. Sources
demonstrating the capability to accomplish the above shall provide
pertinent information that is sufficient detail to demonstrate their
ability to perform within 15 days of this notice. A determination by
the Government not to compete this proposed contract based upon the
responses to the notice is solely within the discretion of the
Government. The proposed contract action is for supplies or services
for which the Government intends to solicit and negotiate under the
