The proposed action is for supplies/services for which the Government intends to issue a sole source contract to Kongsberg Simrad, Inc. under the authority of FAR 6.302-1. The requirement is for the following items: Item 0001 is for two (2) OE1342N SIT cameras with the following specifications: Enhanced SIT low light television camera, 3KM TI housing, 12.5 mm remote focus lens, 700HTVL resolution, sensitivity (limiting) @ 2 x 10 -4 LUX, sensitivity (full video) @ 1 x 10 -3 LUX > 40dB signal to noise ratio, power-constant voltage, 16-24VDC, 675mA (max), 3,000 m titanium housing, rearend bell to fit customer supplied 9 pin D.G. O'Brien connector. Item 0002 is for one (1) OE1232 Controller, camera and lamp power supply, GFI protection circuit. Simplified Acquisition procedures will be used. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required items described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required items must provide supporting evidence that they can furnish these supplies and meet all specifications. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. This contract will be issued on an unrestricted basis, under Standard Industrial Code 3663 with a small business standard of 750 employees.
