The purpose of this crane is for the placement of emergency bulkheads to stop the flow of water through the lock in the event of a marine accident, which damages one or more lock gates. The specifications call for a lattice-boom crane, mounted on a pedestal base. A ring-mount crane is NOT acceptable, due to a lack of future adaptability to other purposes, unless it is also capable of accepting a crawler-type undercarriage. The following evaluation factors will be used for award: (1) Technical capability of the proposal to meet the Government requirement, (2) Past Performance, and (3) Price. A site visit will be held at 9:00 a.m. 16 August 1999 at the Inner Harbor Navigation Canal Lock. Offerors are urged and expected to inspect the site where services are to be performed. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Non-reproducible as-built drawings will be available at the site visit.
