Atmospheric Administration (NOAA) requires a 3 color integrating
nephelometer with backscatter shutter, power supply and DOS and Windows
versions of software. This instrument is to be mounted on a research
aircraft and will provide measurements of the light scattering
coefficient due to atmospheric aerosols at three wavelengths. The
instrument mount will be either inside the aircraft pressure vessel or
within an external pod on an aircraft. This instrument must be
rectangular, roughly 45 inches long, 12 inches wide, and 12 inches
high. It must weigh less than 50 lbs. The power requirements should be
115 V AC 50-60 Hz for power supply, which is converted by the
instrument power supply to 28 V DC less than 5A to run the instrument.
This instrument must provide measurements at 3 wavelengths: 450 nm
(blue), 550 nm (green), and 700 nm (red) and have a bandwidth of 40 nm
for all wavelengths. The sensitivity to red and green wavelengths
should be 2.0 divided by 10,000,000 inverse meters. Angular integration
should be from 7 to 170 degrees. The instrument should posses a
backscatter shutter to provide the ability to change only to
backscatter only measurement (angular integration from 90 to 170
degrees). Interested sources proposing to supply the specified
nephelometer must submit a written qualification statement clearly
establishing capability to meet the above requirements within 15 days
from the date of this synopsis. The qualification statements will be
used to determine the need for competitive bids. In the absence of
other qualified sources, it is the intent of the Government to
negotiate a sole source contract under the authority of 41 U.S.C.
253(c)(1) with TSI, Inc., 500 Cardigan Road, St. Paul, MN 55164 as this
source is considered to be the only responsible source and no other
items will satisfy agency requirements. Responses are due via mail or
FAX by August 26, 1999. No RFQ package is available. This procurement
is being conducted per Simplified Acquisition Procedures FAR Part13
