materials, equipment, labor, supervision, and transportation to remove
approximately 3,300 square feet of decking and associated structural
framing from a timber-frame dock. Install 4 each, 12-inch diameter wood
piles. Construct approximately 20 linear feet of a new timber-frame
retaining wall. Provide and place fill behind wall. Replace
damaged/weak heavy timber framing members including pile caps, columns,
and stringers. Construct approximately 300 square feet of timber
framing to change the decking configuration of the dock. The project is
located at the U. S. Coast Guard Marine Safety Office (MSO) in Valdez,
Alaska. The physical address of the project is: Commanding Officer,
United States Coast Guard, 105 Clifton Drive, Valdez, AK 99686. The
estimated cost range for this project is between $100,000 and $250,000.
The work required by this solicitation is identified as Industry
Standard 1629 and the applicable size standard is $17.0 million dollars
in annual receipts for the past threeyears. The contractor shall
complete all work within 60 calendar days from start of work on site.
The start of the performance period shall be established on the first
day for which a Contract Daily Report is completed. The contractor
shall be given the option to perform all work completely within the
1999 construction season, or completly within the 2000 construction
season. The contractor will not be permitted to start work within the
1999 construction season unless all work can be completed prior to
November 1, 1999, inclusive of any weather delays. The contractor will
not be permitted to start work within the 2000 construction season
prior to April 1, 2000. This procurement is issued pursuant to the
Small Business Competitiveness Demonstration Program, Public Law
100-656, as implemented by the OFPP Policy Directive and Test Plan
dated 8/31/89. This is NOT a small business set-aside. All responsible
sources may submit a bid which shall be considered by the U. S. Coast
Guard. Requests for bid documents must be submitted and received by
this office no later than August 22, 1999. For Minority, Women-Owned
and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. This is
applicable to any eligible prime subcontractor at any tier. The DOT
Bonding Assistance Program enables firms to apply for quote,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guarantee of the bid amount to a surety against
losses. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
