SOL RFP 275-0279 DUE 090999 POC Cindy Townsend, Supervisory Contract Specialist, (913) 551-1068 or Carol Iden, Mechanical Engineer, (913) 551-1108 The Federal Bureau of Prisons has a requirement for a design and all related professional Architect/Engineering services to design a new powerhouse at the Medical Center for Federal Prisoners at Springfield, MO. The powerhouse will be located outside the secure perimeter of the institution and will include, at a minimum, the central heating (dual-fuel boilers) and refrigeration equipment, above ground fuel oil tanks, domestic water distribution pumps, and fire pump. The instituion's existing electrical service equipment, generators and emergency power system equipment will be relocated to the new powerhouse. Services consist of: the development of construction documents; specifications; cost estimates; life cycle cost analysis; bidding; contract administration; inspection; and mediation between the Bureau of Prisons and any applicable governing agencies for a project of this type. The estimated cost of construction is between 5,000,000 and 10,000,000 dollars. Consideration will be limited to firms licensed to practice in the State of Missouri and located within a 300 mile radius of Springfield, Missouri. Selection of firms to be interviewed will be based on the following evaluation factors: Firm's Capacity and Capability (30%), Proposed Project Team and Organization (40%), and Experience and Performance (30%).
