NOTICE OF INTENT TO ISSUE A NON-COMPETITVE CONTRACT EXTENSION Subject:
Justification for Contract Extension The U.S. Department of the
Interior, Bureau of Land Management, Eastern States (BLM) intends to
extend contract number N-660-C-97-1002 with Science Applications
International Company (SAIC). BLM intends to modify the existing
web-based imaging system to incorporate serial land patents and develop
the Survey Plat Automation Modules. This project has four main tasks.
First, an application shall be created that facilitates the incremental
migration of data from the Document Conversion System (DCS) to the web
database (currently called ARS). Second, the Patent Data Maintenance
Utility (PDMU) application will be modified to incorporate serial land
patent information. Third, a web-based application will be developed
that will incorporated both the current land patent data and the serial

the serial land patent information. Fourth, the DCS system will be
modified to allow for the scanning and indexing of Cadastral Survey
Plats. The contractor authored each of the custom software modules
associated with both the Document Conversion and web-enabled Automated
Retrieval Systems of the GLO Records Project. The incumbent was
responsible for the conversion of the proprietary image film formats to
Tag Image File Format (TIFF), allowing customer access to the images.
SAIC is the Value Added Reseller (VAR) for Kofax Image Capture, Optical
Technologies Group (OTG) optical jukebox image management software and
a preferred developer of LizadTech's MrSID Portable Image Format used
for fast display of large images, all of which are key components of
the GLO imaging system. The SAIC staff also provides a thorough working
knowledge of ORACLE in the management of the GLO data. Extension of the
contract will expedite the effective design and deployment of the
Serial Patent Web Module and Survey Plat Automation Module. The
contract extension will be for 2 years beginning 22 November 1999 and
ending 21 November 2001. The proposed contract extension is for support
service for which the Government intends to exercise this extension
