SYNOPSIS/SOLICITATION FOR COMMERICAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION: QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB960128, is a Request for Quotation (RFQ). This procurement is
under the Test Program for commercial items using simplified methods.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-12.*****The
National Institute of Standards and Technology (NIST) has a requirement
for a UV System to Retrofit Integrating Sphere-Fusion UV Systems, Inc.,
brand name or equal for the following: (1) Model DRR-320 Light
Shielding system, provides lamp mounting, light containment, and proper
air handling (one each), (2) Additional DRR-320 Light Shield, 2 quartz
trays and rail assemblies, which will isolate the lamp cooling air for
the integrating sphere (one each), (3) 2-Quartz plates to fit item #2,
34"X6"X0.157" (one each), (4) 2-Power Supply Towers to hold VPS-6
power supplies (one each), (5) Base with casters for Power supply
towers (one each), (6) Model VPS/1600-60 Ultraviolet Curing System,
consist of (6) 1600M lamp modules with "D" bulbs and dichroic cold
reflectors and (6) Model VPS-6 variable power supplies (one each), (7)
Model PBA-18/60 remote Air Supply Blower Clockwise Top Horizontal CW
90 (one each), (8) Model XBA-16/60 Remote Air Exhaust Blower (one
each), (9) Direct View Photocell Assembly 255062 (one each), (10)
Magnetron Kit 234323 (one each), (11) RF-Screen, 019711 (one each),
(12) Igniter Bulb, 017861 (one each), (13) Air Pressure Switch, 026079
(one each), (14) Fuse, 4.0A, 341197 (one each) and (15) "D" Bulb,
213462 (one each). Performance Specifications: (1) 6 Lamp System: (a)
Allow 6 levels of UV flux, (b) Minimum 3,000 hour non pro-rated
warranty on bulb, (c) Minimizes surfacearea and infrared energy output
(heat), (d) Reflector will be designed to create high peak irradiant
at the focal point (inside the sphere), (e) Manufacturer is required to
provide documentation for minimum spectral flux between 0210-400nm (UV
region), (i) 1700 watts per lamp, (ii) 10200 watts total system (6
lamps). (2) Lamp support framework, (a) Shall fit 61cm diameter opening
in top of sphere. (b) Manufacturer is responsible for designing and
fabricating. (c) Fits on top of integrating sphere and is supported
from the ceiling in Building 226/Room B353 at NIST. (d) Designed to
isolate UV lamps from sphere with quartz or UV filter windows. (e)
Lamps will be on a tray that can be displaced from the top of the
sphere and then the lamps will be readily accessible. (f) Ducting for
lamp cooling: (i) Designed so that no air is forced into the
integrating sphere. (ii) Manufacturer will supply cooling blower and
exhaust blower. (3) Safety (a) Manufacturer will provide capability for
user to install multiple safetyswitches (interlock devices) to turn off
lamps in order to prevent accidental exposure to UV
radiation.***Testing period of 30 Days is required prior to acceptance.
Delivery is required within 60 days After Receipt of Order (ARO).
Delivery location is the National Institute of Standards and
Technology, Receiving, 100 Bureau Drive STOP 3574, Gaithersburg,
Maryland 20899-3574. The FOB Point shall be Destination, Gaithersburg,
Maryland.****The following FAR provision apply to this solicitation
52.212-1, Instruction to Offerors-Commerical.*****Evaluation Criteria
are: (A) Technical capability to meet or exceed the Government's
specifications (offerors shall submit a quotation addressing all
required specifications, and shall provide descriptive literature and
price list for all items numbers; (B) Past Performance (offerors shall
submit evidence of having produced and sold comparable units, with
indication of performance success); and (c) Price. Technical evaluation
criteria, when combined, are significantly moreimportant than
price.*****The Government anticipates awarding a purchase order
resulting from this combined synopsis/solicitation to the responsible
offeror whose quotation, conforming to this synopsis/solicitation, will
offer the best value to the Government, price and other factors
considered. Offerors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the offeror's taking exception to
it.*****All vendors are to include with their quotes, a completed copy

Certifications-Commercial Items, which may be downloaded from
