66 -- AUTOMATED ISOTOPE RATIO MASS SPECTROMETER SOL DEA-99-R-0038 POC Peggy Ayanian, Contract Specialist (202)307-4921 The Drug Enforcement Administration (DEA) intends to issue a contract under the provisions of Federal Acquisition Regulation (FAR) 13.5, Test Program for Certain Commercial Items. DEA has a requirement to conduct a competition for an Automated Isotope Ratio Mass Spectrometer, in order to establish a world class facility for stable isotopic characterization of drugs of abuse and related materials. The focus will be on compound specific isotope analysis and bulk stable isotope analysis for 13C and 15N. DEA intends to issue a streamlined solicitation for the commercial item spectrometer in accordance with FAR Part 12. The Request For Proposal (RFP) number is DEA-99-R-0038. The proposed contract period is a single requirement for one year. The Government intends to make a single award to the responsive and responsible offeror whose offer conforms to the solicitation is the most advantageous to the Government considering descriptive literature and price. Prospective offerors responding to this solicitation may submit their price quote and descriptive literature in accordance with standard commercial practices.
