The Federal Highway Administration (FHWA) plans to award a purchase order to Brigham Young University (BYU) for license agreements to use their software package and technical support. The license agreements are for the Watershed Modeling System (WMS) and the Surface-Water Modeling System (SMS). The WMS is a graphical user environment for watershed delineation and hydrologic analysis and the SMS is a graphical user environment for two-dimensional element surface water modeling. The WMS contains a complete set of graphical pre-and-post processing tools for digital elevation models, triangulated irregular networks creation and basin delineation. The SMS also acts as a preprocessor for the creation of data files that can be used with finite element engineering applications. Because the Watershed Modeling System and the Surface-Water Modeling System were both developed by Brigham Young University_s Environmental Modeling Research Center, they are the only source available that can provide license agreementsand technical support for their software packages.
