FSC 6830 The Department of Defense Ozone-Depleting Substances Reserve Program intends to enter into an agreement with the Government of Australia for the purchase of approximately 500,000 pounds of Monobromotrifluoromethane (Halon 1301), a commercial item, under authority of Title 10 of the United States Code, Sections 2304(c)(1), and 2341 through 2350. The quantity of supplies being purchased is not reasonably available from United States commercial sources. Halon 1301 will be reclaimed to ASTM D5632-H and placed in 1000-pound water capacity containers. It will be used to satisfy mission-essential uses of the United States Military. To our knowledge, the Government of Australia is the only source of 500,000 pounds of Halon 1301 available for sale to the United States Government. The ODS Reserve Program will consider qualification packages from contractors who have 500,000 pounds of Halon 1301 in existing inventories and who are interested in selling those inventories to the United States Government. At a minimum, qualification packages must demonstrate (1) that the interested contractor has title in 500,000 pounds of Halon 1301; (2) that the 500,000 pounds of Halon 1301 is presently stored at a specific site or sites under control of the interested contractor; (3) that the 500,000 pounds of Halon 1301 was manufactured prior to January 1994 or was recovered from existing systems; and (4) that none of the 500,000 pounds of Halon 1301 was manufactured, recovered, recycled or reclaimed, or has been imported or exported, in contravention of the Montreal Protocol of 1987. Demonstrations of these matters must be concrete and supported by specific proof; mere assertions will not be sufficient to qualify for this requirement.
