This is a combined synopsis/solicitation for commercial items or services prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued for Request for Quotation (RFQ No. NIA-99-JCC024). The solicitation clause and provisions are those in effect through Federal Acquisition Circular 97-06. The Standard Industrial Classification (SIC) Code for this acquisition is 3841. NIH/NIA Gerontology Research Center intends to purchase one (1) desktop coagulation analyzer which must include the following features at a minimum: clotting and chromogenic assay test capability, handle 35 tube sample (accommodation of preprogrammed tube sizes or programmable for alternate sizes), liquid sensing probe, stat samples prioritized, bar code reader, 60 to 200 tests per hour, 140 cuvette capacity, and 70 file quality control capability. The following factors will be used to evaluate offers in descending order of importance: 1) technical capability, 2) past performance, 3) price.
