UTILITIES MONITORING AND CONTROL SYSTEM. Contractor shall furnish all
personnel, tools, equipment, test devises, transportation, hardware,
software programs, materials, replacement parts, supplies, lodging, and
associated travel expenses to perform on site maintenance and repair
services on government owned Utilities Monitoring and Control System
(UMCS) equipment located at Fort Gordon, Georgia. SYSTEM DESCRIPTION:
The UMCS is a distributive processing network that monitors and
optimizes the use of energy within facilities, power generating
equipment, water systems, and central heating and cooling plants. Based
on information provided from sensing devices, equipment loads are
cycled off to maintain electrical demand at preset limits. The UMCS is
also used to maintain control of building space temperatures while
staying within Army guidelines. In addition to load shedding and
temperature reset, the UMCS is capable of cycling equipment based on
Time of Day scheduling or through computing of optimum criteria.
Another important function of the UMCS is Run Time Totaling. Through
this function, management is able to determine energy savings resulting
from UMCS operation. The installed system has approximately 190
buildings currently operated by the UMCS. EXISTING SOFTWARE
DOCUMENTATION: Contractor shall be responsible for obtaining from the
InfoScan 2000 system vendor/manufacturer all UMCS software and
programming support required for maintenance, repair, support, and
upgrade of the UMCS. PERSONNEL: Offeror shall submit resumes of
personnel who will be working on this system. The complex and vital
functions performed by this system require that a technical staff with
total understanding of the system provide all maintenance and repairs.
SIC: 7378. This is for a firm, fixed price contract for Commercial
Services. Period of performance is intended to cover one base year and
four option years. The projected issue date of the solicitation is
August 20, 1999. The closing date for receiptof proposals is September
8, 1999 at 4:00 P.M. local time. All responsive and responsible offers
will be considered. Telegraphic or e-mail proposals are not acceptable.
