OFFICER, synopsis@phil.fisc.navy.mil. The Fleet and Industrial Supply
Center Norfolk, Detachment Philadelphia intends to acquire on an other
than full and open competitive basis, the services, equipment, and
software/firmware from Mid-Alantic Business Communications required to
provide engineering support to the United States Atlantic Command
Joint War Fighting Center (USACOM JWFC), Suffolk, VA for the
specialized development, administration, and maintenance of an existing
Lucent Technologies Definity G3r V4 telephone switch with Audix voice
mail and an Emerald call accounting system. The requirement is for
twelve months of services, commencing 1 October 1999, with two option
years. The mission of JWFC is to provide a training environment where
Joint Task Force Commanders can learn to develop and implement joint
force doctrine, tactics, and procedures in a realistic facility, using
computer-simulated scenarios instead of actual troop deployment. JWFC
supports Mission Integration and Rehearsals for assigned forces, where
tactics and procedures are developed and practiced in the event of a
real-world crisis. These military exercises require expedient and
ongoing reconfiguration and reprogramming of the Definity system to
adapt to building populations that can vary from less than 1,000 to
nearly 3,000 in a matter of days. During an exercise, telephone system
reconfiguration takes place on a continuous, often minute-to-minute
basis, as mandated by conditions of the exercise and orders from the
Joint Task Force Commander. The system includes the secure transmission
of voice and data and must interface with a variety of analog and
digital commercial, strategic, and tactical telecommunications systems,
video teleconferencing circuits, and foreign systems and circuits
belonging to allied nations. Interfaces of the JWFC Definity system
with modeling and simulation systems, such as the Synthetic Theater of
War (STOW) and Joint Simulation System (JSIMS), must be re-engineered
as the model/simulation evolves. Similar engineering is required to
interface the Definity system with allied systems such as the
Partnership for Peace Simulation Network (PFPSN) to distribute voice
communications to U.S. and European sites using Voice Over Internet
Protocol (VOIP), Voice Over Frame Relay (VOFR), or Asynchronous
Transfer Mode (ATM). The JWFC Definity system is undergoing
reengineering to meet new mission requirements created by the merger of
the Joint Training, Analysis and Simulation Center (JTASC) and the
Joint Battle Center (JBC) with JWFC. This includes redesign of the JWFC
cable plant, dial plan, and system software in support of new lab
spaces and existing test bays. The system is a unique state-of-the-art
telecommunications architecture, unlike any currently existing in the
Department of Defense. This acquisition is being processed pursuant to
Federal Acquisition Regulation (FAR), Part 6.302-1, "Only One
Responsible Source and No Other Supplies or Services will Satisfy
Agency Requirements." Mid-Atlantic Business Communications, the
incumbant provider of the requirement, is considered the only source
with the corporate knowledge, technical expertise, and physical
resources to provide JWFC with the necessary specialized engineering
support it requires. All other responsible sources may submit concise
documentation for consideration regarding their ability to provide the
required services, equipment, and software/firmware, as well as
financial and technical information. However, this notice of intent is
not a request for competitive proposals. A determination by the
Government not to compete the proposed contract action based upon
responses to this notice is solely within the discretion of the
Government. Furthermore, no contract award will be made on the basis of
information received in response to this notice and the Navy will not
pay for any information provided. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Such information, if submitted, should be
forwarded to FISC Norfolk Detachment Philadelphia, to the attention of
W. A. Woodring, Code 02P21E, and reference Solicitation
N00140-99-Q-5080. If a competitive solicitation is issued, no
additional synopsis will be published. Any such solicitation will be
issued to the intended vendor and all firms that respond to this
synopsis of intent or otherwise request a copy of the solicitation. If
no affirmative written responses advantageous to the Navy are received
within fifteen (15) calendar days after publication of this notice,
Mid-Atlantic Business Communications will be solicited, pursuant to FAR
12.203, to provide the required services, equipment, and
software/firmware. The award of a firm fixed price type contract is
