NASA/LaRC plans to issue a Request for Offer (RFO)for the development of a digital library interface definition language, based on XML standards, to facilitate the integration of heterogenous digitial libraries; for the design and prototyping of a digital library that supports buckets and clusters; and for the prototyping of a federated digital library to demonstrate usability, scalability, and resolution of performance issues. NASA/LaRC intends to purchase the items from Old Domuinion University, AUTHORITY: 10USC2304(C)(1). The applicability of this statute is predicated on acceptance of an unsolicited proposal from Old Domiinion University based on its unique buckets technology. ODU is the only responsible source with the detailed scientific knowledge of the buckets constructs and the underlying code structure which is necessary to perform the proposed work. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
