bradkemp@lanl.gov. This solicitation is conducted by the University of
California (the University) which is the Management and Operating
Contractor for the Los Alamos National Laboratory (LANL) under
Government Contract W-7405-ENG-36. The broad objective of this effort
is to identify and overcome the factors that inhibit the routine use of
TRANSIMS-LANL technologies in the transportation planning market, and
to effect the transition of TRANSIMS technologies from research and
development to routine operational use in transportation planning. The
constituents of the transportation planning market are: Customers --
transportation planning organizations (TPOs) that wish to transition
from using current methods and models to the TRANSIMS technologies; and
Suppliers -- a "TRANSIMS" business infrastructure, comprising software
developers and vendors, subject matter experts, consultants, services
companies, and others that support the Customers' TRANSIMS technology
needs. Under this procurement, the UNIVERSITY-as the primary TRANSIMS
developer and partner with DOT-will fund a single source to begin
transitioning TRANSIMS technologies to the commercial marketplace. This
procurement is intended to promote the timely evolution of a TRANSIMS
market in which TRANSIMS products and services are cost-effective and
routinely available from multiple sources on terms consistent with
commercial business practices and provide value beyond
current-generation methodologies and approaches to transportation
analysis and planning. The source selected to execute this development
and deployment of TRANSIMS may be a single entity, or a team headed by
a single entity. Because of the broad nature and technical challenges
represented in this procurement, Offerors are encouraged to form teams,
but a team shall be headed by a single entity that shall serve as Prime
Contractor. The intent of the TRANSIMS Commercialization Process is to
develop and deploy a new capability to support a broad range of TPOs
