commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written request will not be issued. Solicitation
document and incorporated provision and clauses are current through
Federal Acquisition Circular 97-13. The solicitation number is
DAHA23-99-Q-250, and is issued as a request for quotation, and shall be
awarded in the aggregate. Based on responses, the USPFO for Missouri,
ATTN: Purchasing & Contracting (CPT Karen A. Smith), 7101 Military
Circle, Jefferson City, Missouri 65101-1200 intends to award a sole
source contract to Lucas Western Inc. dba Lucas Aerospace Cargo Systems
(provided other sources cannot furnish the items at more favorable
terms for the purchase of ten (10) each Lucas Western Rescue Hoist NSN
1680-01-058-3671, P/N 42305-1.) Standard commercial packaging and
markings to be included. Delivery/Acceptance is FOB Destination, 30
days after receipt of order. Alternate proposals will be accepted IAW
52.212-1(e). Firms responding, other than Lucas Aerospace Cargo
Systems, must submit technical documentation (i.e. technical
literature, brochures, etc.) for Rescue Hoists being offered. The
technical documentation should provide sufficient technical data in
order for the project office to determine whether the Rescue Hoist meet
the required technical/functional specifications. Offerors must be able
to transfer the manufacturers warranty to the Government and provide
proof that the warranty is transferable. Offerors to include Cage Code
information and completed Representation Certification IAW FAR clause
52.212-3. Offers with supporting technical data/documentation are to
be submitted to USPFO for Missouri, ATTN: Purchasing & Contracting (CPT
Karen A. Smith), 7101 Military Circle, Jefferson City, Missouri
65101-1200 no later than 15 days after posting. FAR clauses 52.212-4
and 52.212-5 will be incorporated by reference at award. FAR clause
52.212-1 is incorporated by reference with the following exclusions:
FAR 52.212-1(d) and FAR 52.212-1(i). The above mentioned clauses can be

concerns from offerors or potential offerors, primarily during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the Program Director or
Contracting Officer, but to communciate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel in the pre-proposal phase of competitive, negotiated
acquisitions. Before contacting the Ombudsman, potential offerors
should first communicate with the Contracting Officer. In those
instances where offerors cannot obtain resolution from the Contracting
Officer, they are invited to contact the Ombudsman at National Guard

When requested, the Ombudsman will maintain strict confidentiality as
