Service-Washington, on behalf of the Defense Prisoner of War-Missing
Personnel Office (DPMO), is seeking sources who can conduct research
and obtain documentation to determine the status of personnel missing
from the Korean War and the Cold War. The proposed contractor must have
unique and specialized knowledge of the mission of DPMO and the Korean
War. The anticipated period of performance is 120 days from the date
of award; however, if there are a number of remaining sites to be
visited, and the quality and usefulness of documents provided during
the initial period prove supportive of the Government's needs, the
contract could be extended in one-year increments. The proposed
contractor must have access to China and first hand knowledge of
individuals, repositories and archives with information from sources
that remain inaccessible to the DPMO and the U.S. Government. The
proposed contractor must have the capability to access sites, review
information and obtain documents that directly support DPMO in
determining the status of personnel that remain missing from the Korean
War. REQUIRED SKILLS/KNOWLEDGE: The contractor must: demonstrate access
to individuals, sites, and files located in the People's Republic of
China (PRC) that are not accessible by U.S. Government personnel; have
language capability to communicate verbally with individuals providing
information and the capability to translate documents and provide
synopses of discussions and visual media; provide evidence of prior
knowledge of, and understanding of, the requirements; and provide
supporting documentation demonstrating ability to perform assigned
tasks. All interested parties must submit a capability statement
