COMMERCE BUSINESS DAILY ISSUE OF AUGUST 18,1999 PSA#241269 -- CONTRACTOR MAINTENANCE AND SUPPLY SUPPORT (CCMSS) The Government
intends to negotiate and award, to Pulau Electronics Corporation,
12423 Research Parkway, Orlando, FL 32826, a FFP extension to the
current Contractor Maintenance and Supply Support (CCMSS) contract. The
extension will consist of a three month basic period and three 3-month
options, which will provide a bridge contract, between the current
contract (N61339-92-D-0006) and the competitively awarded follow-on
contract (N61339-99-D-0007), for Life Cycle Contractor Support (LCCS)
for various training devices. The period of performance of the
extension will commence on 1 Oct 99. The current contract provides
total CCMSS for the following training devices, which are located
worldwide at multiple Army installations and activities: Morse Mission
Trainer (MMT), Signal Intelligence/Electronic Warfare (SIGNT/EW)
Equipment Operator Simulator (SEOS), Corps Battle Simulation (CBS),
Brigade/Battalion Simulation (BBS), Basic Electronic Maintenance
Trainer (BEMT), Basic Morse Mission Trainer (BMMT), JANUS, Guardrail
Maintenance Trainer (GRMT), Non-Communication Signal Recognition
Trainer (NCSRT), G-2 Workstations, All Source Analysis System (ASAS),
Trailblazer/Quickfix Maintenance Trainer (TQMT), and UN-Manned Aerial
Vehicle Hunter Training Device (UAVHTD). These devices are used to
provide initial and sustainment training to Officer, Warrant Officer,
Noncommissioned Officer and Enlisted personnel. The contractor shall
provide total CCMSS, which includes labor, maintenance, materials,
supply support, and engineering services to ensure a minimum 90%
availability rate within a specified repair turn around time. The
extension of the current contract will be awarded per the authority at
10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and
No Other Supplies or Services Will Satisfy Agency Requirements." Pulau
has provided the CCMSS services under the current contract since 1
October 91. Award of the extension to any other source would result in
substantial duplication of cost to the Government that could not be
recovered through competition for the short period of performance
cited. Additionally, Pulau personnel possess the requisite security
clearances necessary for access at several of the training sites. Award
to any other source would result in unacceptable delays in fulfilling
