synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation quotations are being requested and a WRITTEN SOLICITATION
WILL NOT BE ISSUED. The solicitation number is S-LC99037. Provide your
written offers for the following item. Theft detection targets that
trigger alarms in the Knogo Chameleon Theft Detection System. The
targets must be equivalent or equal to the 3M SS102S and SS101S
SECURITY STRIPS. Offerors shall submit 20 targets with their offers for
testing (response to the Knogo target detection device and hand held
detector, ease of installation, accelerated aging test and no
deleterious effects on Library materials) to determine whether product
required meets the salient characteristics of the brand name. Base
year quantity: 3M SS101S or equivalent -- 1,150,000 targets; 3M SS102S
or equivalent -- 600,000 targets. Deliveries shall be in equal amounts
of 383,333 targets: delivery 1, 60; delivery 2, 180 days; delivery 3,
240 days. In addition, the following provisions apply to this
acquisition: 52.212-1 Instructions to Offerors -- Commercial Items,
(JUN 1999); 52.212-2 Evaluation -- Commercial Items (JAN 1999). In
addition to the above, Past Performance (ability to meet delivery
schedules) will be taken into account. Award will be made to the
technically acceptable low offer. 52.212-3 Offeror Representations and

to comply with the FAR clauses in this paragraph which are incorporated
in this contract by reference to implement provisions of law or
executive orders applicable to acquisitions of commercial items or
