Subject to final approval, the Bureau of the Public Debt, Community Development Financial Institute, intends to acquire through commercial item, on a sole-source basis from Geographic Data Technology a software program which contains more than 15 million addressed street segments along with postal and census boundaries, landmarks, and water features. New streets, renamed highways, ZIP code revisions and other changes in the US landscape are updated quarterly. The software uses raster imagery to verify new roads and improve the spatial accuracy of the data, corrects inconsistent road attributes, standardizes road names, and provides several alternate names to ensure all segments connect along the road network. All roads must sew across counties nationwide. The software must provide clean, straightened lines, curvy roads, cloverleaf ramps, and streets that line up perfectly across county lines to reflect real-world road conditions. The following layers are required: streets, highways (interstate, State, and US), highway exit layer, railroads, airport polygons, parks (local, state, national), recreation areas (casinos, zoos, ski area, stadiums, golf courses), transportation terminals (train stations, ferry terminals, bus terminals), institutions (Government buildings, hospitals, churches, military, cemeteries, prisons), major retail centers, large area landmarks (golf courses, universities, amusement parks, military bases), water polygons and segments, placeholders, ZIP codes boundaries and points, block group boundaries and points, tract boundaries and points, place boundaries and points, MCD boundaries and points, DMA boundaries and points, and MSA boundaries and points, NAD 83 with geographic coordinates in decimal degrees. Firms must submit a description of the software offered in sufficient technical detail to substantiate the ability of any alternative product to meet all these requirements. If no affirmative written response is received within 5 days after publication of this notice, to the effect thata comparable software is available, and that it is more advantageous to the Government than obtaining the software through the proposed contractor, a sole-source award will be made.
