contract is to obtain support capability in the technical areas related
to testing and evaluation programs for missile systems, subsystems and
components; and Army aviation subsystems and components, Targets,
Joint Service Programs, and any other systems and related equipment
included in the overall Redstone Technical Test Center (RTTC) Mission.
This support shall be provided to the Test Management Division. The
contractor shall provide all labor, equipment, materials,
transportation and incidental support required for the following
support activities for test and evaluation program efforts to be
performed at Redstone Technical Test Center, U. S. Army Test and
Evaluation Command (TECOM) facilities located at Redstone Arsenal,
Alabama and for testing efforts performed under the management
responsibility of the RTTC at other test sites located in the
Continental United States (CONUS) and Outside Continental United States
(OCONUS). Support activities shall include the following: Test program
planning, preparation and review of: detailed test plans; outline test
plans; Test & Evaluation Master Plans; Simulation Support Plans; test
program plans; and test descriptions. Test
methodology/equipment/facility/instrumentation capability and
performance assessment, preliminary/ conceptual/final design, error
analysis and reporting. Weapon system/equipment performance assessment
by evaluating test results and reports and by preparing data analysis.
Preparation of reports to document results of weapon system/equipment
performance assessment. Creation and/or maintenance of test databases
detailing test programs and test equipment/materiel inventories, test
incident reports and test findings. The contractor shall prepare Test
Range and Site Specific Environmental Assessments in support of the
RTTC test. The contractor shall provide support to Program Managers for
weapon systems in developing life cycle environmental assessments
during the developmental phases of the program, sufficient to meet
environmental requirements at each milestone or decision point. Provide
expertise in establishment and monitoring of an operations safety
program specific to RTTC. Provide expertise in the application of
modeling and simulation at the component, subsystem, and system levels
to support weapon system design, test and evaluation with the
objective to minimize resources and optimize test design. The
contractor shall provide expertise for RTTC's support of matrix Test
and Evaluation (T&E) Management at the Program Executive Offices (PEOs)
at Redstone Arsenal and at Space and Missile Defense Command (SMDC),
and to the subordinate and tenant or separate Project/Product
Management Offices. The contractor shall satisfy all personnel
requirements such as experience, training, medical examination,
licensing and security clearances in providing qualified personnel for
each required position. This effort is a 100 percent Competitive 8(a)
Set-Aside. It is anticipated that a site visit of the government
facilitieswill be conducted after the solicitation is issued. The
proposed requirement is for a basic effort and option for the first
year and four additional option years for a total five-year period of
performance. It is anticipated that this effort will be a Cost Plus
Fixed Fee Term (Level of Effort) contract. The Standard Industrial
Classification (SIC) Code is 8731 (1000 employees). This requirement
will allow for No Foreign Participation. The RFP, when issued, will be
available on the World Wide Web (WWW), via the AMCOM Acquisition
Center Contracting Information System. IT IS THE OFFEROR'S
